    Starting pitcher - 5th inning - 1 out - bases loaded.

    Starting pitcher is relieved.

    Relief pitcher gets 2nd out - bases still loaded.

    Relief pitcher balks 1 run in

    Relief pitcher gets 3rd out by pop fly

    Does the starting pitcher get penalized with an earned run for the run that scored as a result of the balk made by the relief pitcher?

    Earned run charged to starting pitcher:

    An earned run shall be charged every time a runner reaches home base by the aid of safe hits, sacrifice bunts, a sacrifice fly, stolen bases, putouts, fielder's choices, bases on balls, hit batters, balks or wild pitches (including a wild pitch on third strike which permits a batter to reach first base) before fielding chances have been offered to put out the offensive team.
