Bottom of 5th, up 9 to nothing with 2 runners on base. Batter hits double to score both runs before play ends. What should final score and rbis be, based on 10 run rule?

    Double, two rbi. 11-0.

No. The game ended when the run ahead rule applied, meaning the 10 run advantage. The 11th run (thus the 2nd rbi) never happened after the game ended.

The only time more than what is required to end the game applies as an official statistic is an out-of-the-park home run.

You didn't say where the two runners were. Unless the batter reached 2nd before the 10th run scored, it is a single.

While I can't find the exact rule reference, I would suggest Rule 4 - Starting and Ending a Game comes the closest where when the home team scores a run to end the game, the game is stopped at that point. An example to somewhat support what Ump Steve says, a recent baseball game was tied in the bottom of the last inning with bases loaded. The batter hit a shot off the right center field fence that would have cleared the bases and been an extra base hit. The batter was credited with a single and one RBI.

For college softball, see rule 14.6.1. It appears to me based upon that rule, the batter would only be credited with one RBI and a single if the winning run started on 3b and a double if the winning run started on 2b.
