It is possible. Carlie Hoover from Daniel high School in South Carolina just finished her freshman season and was clocked at 71 in a playoff game against Chapin High.. She is a former Carolina Crush player and is now with the Southern Force out of Georgia. When she was 12 she was throwing 60++ but she was 6' tall.

Now, at that age Carlie didnt know where it was going but did lead hear dixie youth team to a world series in 12U and was throwing 63-65 on their guns on ESPN at the age of 12.

Carley pitched for the 12U Simpsonville SC Little League All Star Team (not Dixie Youth) when they won the World Series in 1998. I believe she had already turned 13, though I really don't know her birthday. I don't remember seeing a pitch clocked at 65. (A thread on this board written at the time listed a top speed for her of 61.) At that time I would have to agree, no one knew where the pitch was going. But it was going to get there quickly. I haven't seen her pitch since that summer, so I don't know how much better she's doing with location.

Another one who was throwing around 60 at age 12 would be Leslie Jury, also a tall one.

    (The old thread: http://www.thisboardrocks.com/forum/showthread.php?t=150942)
