Runner on second base is off the bag still between the SS and the bag. The pitcher catches the ball in the circle turns away from the plate looking at the runner. The runner freezes not making any attempt to go back to second or steal third. The pitcher is in the circle still facing the runner. Is the runner out ???

    No fishman?

Don't know where fishman is but this sounds like the definition of the look back rule. If pitcher just looked at her and made no attempt or movement with the ball towards her, runner is out...

Assuming the pitcher makes no play, one second after the umpire noticed the runner off the bag, the runner should be out.

Different umpires will have different standards for what constitutes making a play. For most it will be at least a faked throw, for a few raising the arm to be ready to throw will be enough.

My understanding is that a runner must make a choice to advance or go back to the original base once the ball is in the circle. Obviuosly if she jukes towards 3rd, then goes back to 2nd, she's out.
Your ? is how long can a baserunner hang in limbo between bases while the ball is in the circle?

    Good question. I don't know.

    Daddydobber--Winner !!

    Look Back Rule:

The responsibility is completely on the runner however any act by the pitcher in possession of the ball in the circle that, in the umpires's judgement, causes the runner to react, is considered making a play.

So again the outcome of the game may be in the hands of our quality umpires !!

    From the NFHS Rulebook

Article 2 states immediately. So yes, it boils down to what an umpire considers "immediately".
