It was the lack of veiw of the strike that adds the drama. You know like Manner hitting one out acting as if it was the game winner. Slowing down some.:champagne:

The above is a link to a copy of MLB’s memorandum from June 7, 1991 that states their Drug Policy and Prevention Program. On the second page it states, “ This prohibition applies to all illegal drugs and controlled substances, including steroids or prescription drugs for which the individual in possession of the drug does not have a prescription………, any player taking any prescription drug under the direction of any physician other than the team physician must notify the team physician of this fact and of the drug(s) prescribed.”

Based on this Memorandum, steroids and HgH have been banned from MLB since 1991 unless you have a valid prescription and have notified – and I assume gained permission – of the team physician. The weak link in this memorandum is that it does not spell out specific penalties and does not require testing for the banned substances. Byrd or any other player who met the requirements to legally use a banned substance for medical reasons, should be alright. On the other hand, the way I interpret this, a player that did not have a valid prescription (I'm not sure if a dentist's prescription for HgH would be considered valid) and their Club’s approval and was later found to have used banned substances could be subject to penalties. I have no idea if those penalties could be limited to those in the memo or if they could be penalties from the 2005 policy.
