A lot of schools have this ability, and it is usually based on GPA and SAT scores...

    more out of staters

More interesting #'s from the Clemson & USC rosters:
    # of players from states other than NC & SC: CL. 21, USC 16
    # of players from NC: CL. 4, USC 5
    # of players from SC: CL. 9, USC 19

Did not research actual stats, but I feel confident to say these 2 teams have recently (last 5 - 10 years) been consistently the best D1 baseball programs in the 2 Carolinas according to winning %, regional, super-regional play , & CWS appearances. Agreed?

So obviously their aim realistically is Omaha year end & year out. Agreed?
Clemson is doing this with a majority of players from states other than NC & SC. USC has 40% of their players from outside NC/SC.

Their TEAM goal is Omaha and recruit wherever is necessary to reach the goal.

Don't disagree at all EastOfRaleigh ....

But, outside of NC, the rules "change" in Georgia, South Carolina and Tennessee. They have a sponsored lottery that helps pay for higher education. Because of that, the coaches, particularly in SC can use more of their recruiting dollars out of state than the NC coaches can.

They have been cherry-picking our state as best they can for years, and there is little alternative for the in-state coaches. The mid-D1 schools have difficulty (to some extent) getting the players they want, since UNC, NC State, South Carolina and Clemson can all recruit NC as if they were an instate school (financially). It forces the smaller schools in-state to look further afield in order to build a competitive team. The major schools are always going to get their players. It's the smaller schools that suffer, and particularly the privates.

Example 1: Wake Forest. Last year they had 2 players from NC on their roster. I don't think it's much better this year.
Example 2: High Point. This year, they have 7 in-state players.
Example 3: East Carolina. This year, they have 15 in-state players.
    Example 4: Duke. 3 in-state players.

In the defense of Wake/Duke, they don't consider themselves "Carolina" schools, they consider themselves "National schools". They still benefit from state services though.

    ----------------------------
All schools are going to strive to put the best products on their playing fields. The playing field just isn't "level" right now. It's tipped South and West of us and that tilting is purely a result of the economics of college sports under the rules of the NCAA.

    ----------------------------
It also opens up another thing. HS players and their parents should attempt to attend a LOT of college games from different schools. The speed of the game and the power of the players would be a real eye-openning experience for them. And if they attend D2 contests in addition to the D1 contests, they will come away with an appreciation of the QUALITY of the D2 programs and now narrow the gap really is.

    -----------------------------
The NCAA's latest statistics reveal approximately 130,000 HS Seniors playing baseball last year. For those 130,000 seniors, there were approximately 7,300 freshman roster spots available at the NCAA schools (D1, D2 AND D3 combined). Those roster spots available are weighted towards the D3 side. The D3 schools have to recruit heavier and carry larger rosters since there is no NLI and the coaches don't know until class registration actually occurs whether or not the players that told them they are coming actual show up. It's a big problem to them so they recruit more players at every position, just because so many don't show up.

So, you are probably down to 2,000 freshman roster spots available on D1 colleges nationwide .... that's 1 in 65 HS seniors. Of those 2000 roster spots, maybe 300-400 of them will be position player starters as freshman .... nationwide. That percentage may be too high. Most HS players don't have any appreciation of the difficulty, effort and commitment it takes to play in college.
    -----------------------------------
The percentages are a bit higher in NC because we have so many In-state D1 and D2 colleges. And those percentages are evidence WHY so many colleges feel compelled to recruit out of state. When you get to a true college level, NC doesn't produce near enough talent to fill even the NC schools.

    New playing field

Last week, the UNC system approved a new policy that allows their schools to offer in-state tuition to out of state student athletes. I believe this will have a major impact on the amount of out of state recruiting that takes place in UNC system schools and really levels the playing field with other states that use state lotteries to boost their offerings. When you consider that NC will soon have a state lottery in place, the recruiting landscape may change dramatically over the next several years.
